Lutherville, Md. – The Maryland State Golf Association (MSGA) is pleased to announce Sarah Spicer-Baldwin and Mike O’Neil as new player representatives on the Tournament and Competitions Committee, each serving a two-year term. They will replace Billy Peel and Clare Connolly, whose terms ended in 2025.

“We are very excited to add Sarah and Mike to the Tournament and Competitions Committee, continuing our focus on player perspectives in the Committee’s work,” said Mike Hinkey, Tournament and Competitions Committee chair. “Both Sarah and Mike bring significant experience and success at the state and national levels, which are invaluable to the Committee’s work. We look forward to continuing to improve the participant experience at MSGA events.”

Sarah Spicer-Baldwin is a member of the Argyle Country Club and an active participant in MSGA tournaments. She has won multiple MSGA championships, including the 2023 Maryland Women’s Amateur and the 2025 Maryland Women’s Mid-Amateur, as well as several team competitions, including the Maryland Two-Women (2025, 2024) and the Maryland Mixed Two-Ball (2024, 2023). In addition to her many MSGA championships, Spicer-Baldwin is also a two-time MSGA Women’s Player of the Year, most recently named in 2025.

Mike O’Neil is a member of the Baltimore Country Club and an avid participant in MSGA championships, having played in 19 total events since 2021. His tournament participation includes the Maryland Amateur, Maryland Open, Maryland Mid-Amateur, and Maryland Four-Ball. O’Neil has also been part of the Baltimore Country Club’s men’s state team, contributing to six victories in the Maryland Men’s State Team Championship, including the club’s current four-year winning streak. Additionally, he has competed in multiple USGA qualifiers, including qualifying for the 2024 U.S. Amateur.

In addition to appointing Spicer-Baldwin and O’Neil, the MSGA has established a new Player Advisory Council. The council will consist of six members, including the two player representatives who serve on the Tournament and Competitions Committee. Members will include three male players and three female players, with at least one male and one female being a senior player.

The council is designed to provide input, feedback, and recommendations to the Tournament and Competitions Committee on MSGA tournaments and events. The group will serve as a player-focused resource to help ensure that MSGA competitions remain fair, competitive, and reflective of player perspectives.
